Northline RP Community Portal v2.9.27

Rules page readability polish

• Improved contrast on the colored quick-start rule cards so paragraph text stays readable across site styles.
• Added stronger white headings, softer highlights, and subtle text shadows for the quick-start cards.
• Fixed primary button hover behavior so blue/primary buttons keep white text instead of turning blue.
• Tightened and revised several Rules page headings and descriptions to sound cleaner and more practical.
• Added extra safeguards so Rules page callout text stays legible when alternate website styles are active.
